Omar Victoria Contreras

Omar E. Victoria Contreras is Managing Partner at OV, consultant, author, speaker, and professor specializing in corporate governance, technology and information, financial regulation, and compliance. He has over two decades of experience advising on financial regulation and practice, as well as in the design and implementation of innovative practices and regulatory frameworks in governance and corporate citizenship. His professional purpose focuses on creating more resilient, human, and sustainable organizations oriented toward lasting impact. He holds a Bachelor’s degree in Law from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in Santo Domingo; a Master’s in Financial Markets Law from the Pontificia Universidad de Comillas (ICADE) in Madrid; and an Executive Master’s in Business Legal Counseling from IE Law School (Instituto de Empresa), also in Madrid. He has served as a corporate governance consultant for the International Finance Corporation (IFC) of the World Bank Group, and as a member of boards of directors in financial and trust institutions. Since 2016, he has been a member of the Board of Directors of the Institutionalism and Justice Foundation, Inc. (FINJUS), and is a senior member of the Ibero-American Institute of Law and Finance (IIDF). He has participated as an advisor in various legislative drafting and discussion processes in the Dominican Republic, including Law No. 189-11 on the Mortgage Market and Trusts; Law No. 141-15 on Business and Individual Merchant Restructuring and Liquidation; Law No. 47-20 on Secured Transactions; and Law No. 247-19 on the Securities Market. He is coauthor of Derecho de la Regulación Monetaria y Financiera (Santo Domingo, 2008 and 2012), Crisis de los Mercados Financieros (Rio de Janeiro, 2012), and Constitución Comentada (Santo Domingo, 2010 and 2012).
